"Free Economic Demonstration Zone--Value-added Agriculture" Key point of the Policy

In response to the challenge of regional economic integration, the Council of Agriculture (COA) will coordinate with the Council for Economic Planning and Development (CEPD) and other related agencies to promote the program “Free Economic Demonstration Zone--Value-added Agriculture,” which will raise abundant foreign and domestic funds as well as make good use of the advantages of raw materials over quantity, price and quality, along with Taiwan’s high- producing technology, safe and healthy manufacturing process and advanced research and development in agriculture, boosting to add value to the industry, and push Taiwan’s agricultural goods to be sold around the world by the operation of “Free Trade Zone” and “The Capital-absorbing Mode.”

Related agricultural industry will be stationed in the Free Economic Demonstration Zone

The program will be first inspected by the COA and the potential agricultural industry will be engaged in cross-domain integration to meet global strategy and layout and it will also assist industry in contracting with domestic producers in the future to build a long-term and stable supply chain system to safeguard the local farmers’ rights; furthermore, the authority will establish supporting policies to attract domestic enterprises and foreign tradesmen investing in internationalizing Taiwan’s agricultural goods in order to create a win-win situation.

The COA has held many explanation sessions to realize the industry’s will and actively solicit for the needs thereof; as a result, the value-added agriculture industry will be stationed by its nature, and follow-up will also be programmed individually, including ornamental fish and its accessory, tea industry, agricultural production, raw materials, animal vaccines, bio-fertilizer, etc.

Plans for the usage of agricultural raw materials and export to domestically produced goods in free economic demonstration zone have been worked out perfectly

In order to prevent the shortage of sources, the raw materials for industry of demonstration zone come from around the world due to the main consideration for the advantages of price, yield and quality, in which domestic producers are included as well. The value-added agricultural goods processed in the demonstration zone are set to export to express the convenient administrative efficiency, adequate raw materials provided by the demonstration zone, combining with Taiwan’s technological advantages to fully enhance the competitiveness of value-added products and to internationalize the Taiwan’s agriculture.

Even though there is no ratio requirements for whether the industry of demonstration zone to use domestic raw materials or not, the high-quality raw materials are the fundamental of producing high-quality products as well as the sustainable management plan for industry investments. In the long term, the domestic raw materials have advantages over fresh, high-quality and safety, which are the essential sources to the industry in the demonstration zone. The COA will continue to guide the industry in the demonstration zone to cooperate with domestic producers or to build satellite farm to increase farmers’ income and create a win-win situation.

Stressing the safety and quality of raw materials as well as value-added exports, without endangering MIT agricultural goods and imagine thereof

The agricultural raw materials of demonstration zone come from global market and will fully comply with our country’s regulations on quarantine and inspection in order to ensure the safety; additionally, for the sake of maintaining the reputation, the industry will set high standards on safety and quality of its brand as the demonstration zone aims at internationalizing Taiwan’s agriculture. The government will also supervise the quality and safety control issues, as well as emphasize the sources of raw materials to make market segmentation, and prevent the Taiwan’s agricultural goods from being damage.

Necessary for trial on agriculture in the free economic demonstration zone

The free economic demonstration zone plays a buffer zone in process of trade liberalization, reducing negative impact upon domestic agriculture and to build large-scale production to increase value-added agriculture output by introducing foreign investment and technology, in addition, it can also do passive preparation for the trade liberalization to share the value-added benefits, joining the processing industry zone in advance to avoid the direct impact on the domestic primary agricultural industries. Attracting domestic and foreign companies to station in the demonstration zone can not only create jobs, but also play a global layout by means of foreign capital and its stronghold; moreover, it also can contribute to the domestic agricultural industry with international standards through trial of liberalization of markets and regulatory flexibility in the free economic demonstration zone.
