About media reported that Taiwan sent street dog to abroad for adopting, COA said that love is beyond anywhere and expresses admiration for the animal protection group of continuing to assist disabled dogs in looking for foreign owners as well as express heartfelt thanks and gratitude for the people who have been long-term involving in sheltering domestic animals, halfway care and adoption. COA has been improving the quality and marketing of the shelter and promoting the relevant events regarding adoption for years, and with feedback of gradual improvement in adoption rate and humane treatment; COA also called on the people to adopt instead of buying, to find a way for the precious lives of sheltering animals, allowing them to have the happiness of being loved once again.

Strengthening the quality of shelter management, improving the proportion of adopting the sheltered animals

COA explained, for the sake of reducing the number of stray animal, long-term principles of “legislation, education and neuter” have been promoting and the number of stray animal has greatly reduced from 666,000 to 85,000 since 1999; in addition, the promotion of adoption rate and reduction of humane treatment are regarded as the priority. In recent years, COA has been supervising the local government in strengthening the quality of shelter management, requiring in the case of housing space is permitted, prolonging the sheltering period as possible, and actively promotes to adopt the sheltering animal, including the provision of relevant incentives, boosts the notion of adopting instead of buying, and builds national networks adopting platform for conducting animal basic training, pet grooming and so on, to enhance the public adoption intention. The adoption rate has increased yearly by 13.7 % to 28.7 % from 2009 to 2012, and proportion of humane treatment also reduced by 50.1 % so far; and all the works will be kept on strengthening in enhancing adoption rate and reducing proportion of humane treatment.

Appealing to the owners to fulfill caring responsibility and welcome people to visit the animal shelter

COA stressed that the basis of improving the problem of stray animals lies in establishing the responsibility of the owners; therefore, once again appealing to the owners are supposed to fulfill their duties of taking good care of the pets, and shall satisfy with principles of neuter, well-treated and not to abandon during lifetime, bettering the fundamental to reduce the number of stray animals. COA also reiterated that the public animal shelter is an important window for servicing the people and should attract them in ways of close attitude and open mode, and combines with the power of animal protection volunteers to help more animals are adopted and regain happiness in the new home.
