The COA organized a competition for the top ten outstanding farm and fishery villages. After a very competitive selection process, the top ten villages were announced and awarded on March 22, 2007. The ten villages were from Yunlin County, Changhua County, Hualien County (two villages), Yilan County, Miaoli County (two villages), Taitung County, Nantou County, and Hsinchu County. The Tourism Bureau assisted to bring a stream of visitors to these villages.
To develop better awareness of and a strong sense of identifying with their communities, various training classes were conducted for villagers and their leaders. There were 203 training workshops conducted for 5,705 trainees in 2007.
To develop villages with regional characteristics, to improve space allocation and to ensure sustainable development, planning for rural landscapes at the county level was drafted. In 2007, 33 projects of rural landscaping with regional themes based on this plan were implemented. Furthermore, 354 infrastructure projects on environmental improvement were carried out. Incentives were provided to motivate spontaneity in the improvement of communication conditions, 446 projects of construction subsidized, and 156 diverse activities at the village level carried out.
