1. An amended version of Article 6 of “Regulations for Awards for Reporting and Detecting Contraventions of the Agricultural Production and Certification Act” was announced.
2. Revisions were announced to Paragraphs 2, 3 and 13 of “Control Directions for Fresh Milk Stamp Management.”
3. Working jointly with the Ministry of Transportation and Communications, the COA announced the promulgation of “Regulations Governing the Approval and Administration of Direct Cross-Strait Sea Navigation by Fishing Vessels between the Taiwan Area and the Mainland Area”; amendments to the “Regulations for Permission and Administration of Taiwanese Fishing Vessel Owners in Outside-the-Border Employment of, Transporting of, and Temporary Settlement of Mainland China Crews”; and amendments to Article 4 of the “Regulations for Fishing Vessels Loading and Transporting Live Aquacultural Products.”
4. Under the guidance of the COA, the credit departments of fishermen’s and farmers associations moved to assist citizens to handle matters related to (a) subsidies for the destruction, by Typhoon Morakot, of assets used as collateral for loans, as well as (b) subsidies for interest payments when extending repayment of principal on various loans.
5. Thresholds for issuing landslide (or debris flow) warnings were lowered in some areas, and work related to prevention of related disasters was strengthened.
6. The COA organized 60 events around Tree-Planting Month, promoting the nation’s afforestation program aimed at creating a high-quality living environment for the next generation.
7. The 2010 Taiwan International Orchid Show was held, attracting 320,000 visits and proving to be a success for international exchange.
8. Meetings were organized to better inform the public about the “Small Landlords, Large Tenants” policy.
9. The Third Taiwan-Thailand Conference on Agricultural Cooperation was held; agreement was reached on cooperation in 18 projects in the fields of farming, fisheries, and animal husbandry.
10. The COA organized a seminar to discuss strategies for Taiwan agriculture to cope with global climate change, gathering a wide variety of opinions and achieving consensus on numerous points, which will serve as a reference in the drafting of policies.
11. The COA organized 24 seminars to disseminate information to the public about cross-strait economic agreements, in order that people involved in agriculture can better understand the substantiative content of such agreements and their likely impact, and in order to win public support for the government’s cross-strait policies.
