1. Drafts of the "Organization Law of the Agricultural Finance Bureau, Council of Agriculture, Executive Yuan," "Organic Statute of Council of the Agriculture and Food Agency Council of Agriculture, Executive Yuan," and "General Organizational Principles of Branch Agencies Under the Agriculture and Food Agency Council of Agriculture, Executive Yuan"; revision of the "Animal Protection Law," "Organic Statute of the Council of Agriculture, Executive Yuan," and "Forest Law."
2. To prohibit the import of poultry and poultry products from countries with high pathogenic avian influenza outbreak areas was prohibited. The COA controlled an outbreak of the H5N2 strain of weakly pathogenic avian influenza among chickens in Changhua, Chiayi, and Tainan counties and ducks in Yunlin County by destroying all birds on farms where diseases were detected.
3. The COA assisted the government of Changhua County to establish the National Flower Park. President Chen Shui-bian presided at the opening ceremony of the park.
4. The COA provided cash relief and low-interest loans to milkfish raisers suffering damage from low winter temperatures.
5. The COA implemented the "Nine-five Program" in January in order to stabilize the prices of domestic agricultural products.
6. The "Remember Mother" New Year activity was held in the north plaza in front of the Office of the President on Ketagalan Boulevard.
7. The COA implemented orange price stabilization measures.
8. To ease a vegetable glut, the COA paid growers to pull up Chinese cabbage and purchased cauliflower for processing and refrigerating.
9. The COA implemented emergency measures to ease the glut of native chickens, including the killing and rendering of excess chickens.
10. The COA announced excellent aquaculture facility establishment guidelines and excellent aquaculture facility application and assistance operation guidelines.
11. The COA held a commendation ceremony to commend local residents for their participations in debris flow controls work and announce achievements.
