1. Revised the Wildlife Protection Law.

2. President Chen Shui-bian and COA Minister LeeChing-lung hosted a joint groundbreaking ceremony for 12 agro-biotechnology firms moving in to the Ping Tung Agricultural Biotechnology Park.

3. The COA held a ribbon-cutting ceremony for Taiwan's first national-level model trail °V the Hsiakoluo National Trail.

4. The COA organized the 2004 Guandu Flower Art Festival.

5. The COA sponsored Ilan County government in the 2004 Ilan Green Exposition.

6. The COA presented a website of Taiwan agricultural product export (http://trade.coa.gov.tw).

7. The COA provided special subsidy to farmers who suffering the winter damage on gaojie pears and rice seedling.

8. After detecting the H5N2 strain of low pathogenic avian influenza, the COA adopted control measures, including killing all birds on infected farms and strengthening sterilization work; a total of 274,000 birds were killed to control the outbreak.

9. The COA declared Texas to be a high pathogenic avian influenza infected area and prohibited the import of poultry, birds, and relevant products from Texas.

10. The COA announced the Taoyuan, Shihmen, Hsinchu, Miaoli, and Chianan irrigation associations' no-irrigation fallow areas.

11. Adjustment of subsidies on fishing boat fueling took effect on February 1.

12. The government eased regulations on February 13, governing the replacement of general domestic crewmen by foreign or Mainland Chinese crewmen on fishing boats of over 20 tons.
