1. President Chen Shui-bian and Executive Yuan Premier Yu Shyi-kun attended the COA's 20th anniversary celebration. President Chen announced the establishment of a "Ministry of Agriculture" and a presidential agriculture award in his speech. Premier Yu emphasized an agricultural development plan consisting of "1 ministry, 2 funds, 3 exhibition halls, 4 main products, and 5 agro-industry parks."

2. The COA held an interdepartmental fire ant control panel preparatory conference.

3. Typhoon Aere, the Sept. 10th floods, and Typhoon Haima caused approximately NT$900 million damage to agriculture, forestry, fishing, and animal raising, and necessitated NT$960 million for emergency repair and reconstruction of damaged public agricultural facilities.

4. The COA introduced the improved financing loans and general farmers loans.

5. The Agricultural Bank of Taiwan Preparatory Office held its first promoter°¶s meeting.

6. The COA organized the first national rice quality competition and national champion rice sales competition.

7. The COA began providing freight subsidies for chemical fertilizer at NT$250 per ton commencing on Sept. 1.

8. The COA held the Happy Family Bygone Days Get-Together, an animal protection photography contest awards ceremony, and a public animal protection forum.

9. The COA launched a rabies vaccination campaign to be simultaneously implemented by all the local governments.

10. The COA conducted the "International Conference on Sustainable Organic Agriculture" in coordination with the Asian Productivity Organization (APO).
