8. The COA promulgated the "Quarantine Requirements for the Importation of Lumber."

9. The COA promulgated the "Agro-biotechnology Park Organization and Management Regulations," "Agro-biotechnology Park Management Fee Collection Standards," and "Agro-biotechnology Park Bonded Operation Management Regulations."

The COA secured the right to host the 4th Extended Convention and Extended Scientific Committee conference in Taiwan in 2005, and the Ecological Species Working Team conference in 2006.
