I. Agricultural land consolidation and space allocation
Space allocations for farmlands in Taipei County, Nantou County, Changhua County, and Hualien County were designated. The work entailed the collection of basic information on the current use of farmland, future development of agriculture and its regional distributions, and space allocations in each county. This is to ensure proper maintenance and effective use of farmland and will be used as a baseline for designation of special areas for agricultural development, special zones for agricultural business, investment of agricultural resources, or site selection for related construction.
To coordinate with efforts in agricultural development land utilization, and standardized farmland management, special agricultural zones were being established. Resources were appropriated and management procedures institutionalized in the special agricultural zones in order to reduce production costs, to create favorable production conditions, and to best use the farmland. During the year, three model sites, namely Sanshin Township of Yilan County, Houlong Township of Miaoli County, and Taan Township of Taichung County, were established for demonstration purposes. Two principles adopted in these sites were the farmers’ voluntary accession and participatory management with regard to land utilization, production and marketing. The results proved to be encouraging. They are on the right track to achieve centralized large-scale land use.
