1. Amendments were announced to some articles of the “Agricultural Natural Disaster Relief Regulations.”

2. The “Regulations for Promotion of Industrialization of Agricultural Biotechnology” were promulgated.

3. Typhoon Fanapi struck Taiwan, causing NT$4.516 billion in losses to agriculture. In order to help affected farmers and fishermen in reconstruction, six counties (Taichung, Chiayi, Tainan, Kaohsiung, Pingtung, and Hualien) were declared eligible for cash assistance. Also, single-crop cash aid was announced for banana and papaya farmers in Chiayi City and for watermelon farmers in Tainan City. In addition, special case subsidies were announced for Hsinchu County, Nantou County, Yunlin County, Taitung County, and Kaohsiung City.

4. The COA completed clean-up and disinfection work for livestock farms and poultry farms in areas affected by Typhoon Fanapi, and assisted in clearing the carcasses of 16,031 livestock animals and 1,596,559 poultry animals. All carcasses were disposed of via rendering, burial, or incineration. After the removal of carcasses, disinfection was promptly conducted; a total of 522 livestock and poultry sites were disinfected.

5. At the Seventh Australia-Taiwan Agricultural Working Group Meeting, Australia agreed to revise the quarantine requirements for the importation of Phalaenopsis with growing media from Taiwan.

6. New guidelines for novel applications of registered agro-pesticides (“label extensions”)—in this case 106 items for legumes and rhizomes—were announced.

7. A conference was conducted for newly elected Irrigation Association board members, in order to provide them with information on current government agricultural policy and on matters related to water resources management.

8. The 15 ^th meeting of the Scientific Committee (Extended) of the Commission for the Conservation of the Southern Bluefin Tuna was held. Attendees analyzed fishing industry indicators and reassessed control measures.

9. An instructional camp was held to improve training for animal-protection inspectors in order to improve their professional capabilities and better implement the Animal Protection Act.

10. The 4th Agricultural Finance Awards ceremony was held, at which 67 credit departments of fishermen's and farmers associations were presented with awards, as were three local governments.

11. Activities were held to market domestically produced milkfish, helping citizens better understand the national milkfish industry and encouraging them to eat more seafood and support local aquaculture.

12. The COA set up an Agriculture Booth at the 2010 Taipei International Invention Show and TechnoMart, at which 30 items of transferable agricultural technology were exhibited, providing an opportunity for relevant industries to learn of the results of agriculture-related R&D and discuss commercial cooperation.

13. An event was held at which people could exchange their experiences at, and management ideas for, “large-tenant farming.” Moreover, through on-site visits, participants were given first-hand exposure to successful large-tenant farms, which will help in the overall promotion of the policy.
