Main Agricultural Policy Aims for 2014
● Adhere to the policy principles of health, efficiency, and sustainability; upgrade the structure of the rural economy; integrate different disciplines and sectors to create added value; bring into play the multi- functional values of agriculture; build an agricultural sector of health and sustainability that is competitive and provides stable incomes, and that attracts young people to enter this profession.
● Adjust the cropping system to revitalize fallow land; increase national food self-sufficiency; continue to construct multi-faceted mechanisms to ensure food security; promote "local production, local consumption"; continue to promote the "Small Landlords, Big Tenants" policy and enlarge the scale of operations of farms, using larger-scale farming opportunities to attract young people.
● Play a leading role in the creation of agricultural value chains for rural industries; expand the policy of guiding farmers in the creation of "dedicated production zones" for specialized products; implement guidance and stabilization measures for production and marketing of agro-products; continue to develop organic agriculture, strengthen certification and labeling systems for agro-products, implement complete traceability to point of origin, and ensure the safety of agro-products.
● Broaden innovation and industrialization of agro- technology, construct modernized production facilities; strengthen protection of intellectual property rights; promote development of agricultural materials and techniques that will be profitable in the global marketplace, and drive development of industries based on new technologies; construct an integrated agricultural services network using "cloud" technology; raise the efficiency of management.
● Deepen global strategies for agro-products; build agro-industry clusters that are export-oriented and high in value-added; create an outstanding investment environ- ment, develop value-added for agricultural production and marketing; actively participate in regional economic integration and pursue bilateral trade negotiations; break through obstacles to exports of agro-products.
● Strengthen management and conservation of marine resources; participate in international fisheries organizations; promote recreational fishing, marine sight-seeing, and coastal tourism; develop seawater aquaculture, upgrade infrastructure in agricultural production areas, encourage harmony between aquaculture and the environment.
● Upgrade the effectiveness of animal and plant inspection and quarantine work; strengthen the safety and regulation of the use of pesticides and veterinary drugs; enhance the quality of the veterinary medical services network; integrate plant protection mechanisms, ensure the safety of agricultural production; promote wider use of more efficient and high-value systems for raising livestock and poultry; conduct R&D for environmentally-friendly livestock and poultry facilities; strengthen animal protection and improve care of household pets.
● Refine the system for the welfare allowance (pension) for elderly farmers; construct a social welfare databank for rural residents; continue subsidies for advanced education for the children of farmers and fishermen; provide natural-disaster relief to agriculture; design an income support policy for the agricultural sector that meets international norms and rules; ensure the economic security of farmers and the well-being of the rural population.
● Improve the operations of farmers' and fishermen's associations, improve their operational effectiveness and upgrade the quality of their services and functions; strengthen regulation and control of rural finance and improve agricultural credit guarantee mechanisms; continue to implement policy-oriented special-case loans; promote improvement and use of the national agricultural finance information platform.
● Strengthen rational planning and efficiency of water use in agriculture, improve irrigation and water management systems; strengthen surveys of farmland resources and adopt different management approaches based on categories and quality of pieces of land; adjust the system for zoning and regulation of farmland, raise the efficiency of the use of farmland; protect high-quality agricultural production areas.
● Promote rural revitalization in concert with development of local industries; utilize local comparative advantages and improve upon them in order to develop agro-products with unique local character and quality; encourage citizens to make more recreational and leisure trips to rural areas; promote the internationalization of the rural tourism industry; assist rural communities by increasing the vitality of their economies, improving their appearance, and improving the quality of life and the living environment, for the benefit of both residents and travelers.
● Promote comprehensive management of the land to prevent (minimize damage from) natural disasters; move faster with protective management of watershed areas; strengthen anti-flooding capabilities; strengthen monitoring and management of slopeland and improve the functioning of the landslide disaster- prevention network; continue to adopt ever-more sophisticated methods for monitoring the land to evaluate risk and to prevent or respond to natural disasters.
● Promote afforestation, protect the nation’s forests, strengthen forest conservation and management, ensure sustainable management of forest land; bring into play the ecological value of forests and related services and functions; conserve our natural resources of wild flora and fauna.
