COA Made it Clear that Those Farmers Who Purchase Farmland Have to Conform to Farmer’s Basic Qualifications to Be Eligible for Farmer Insurance.
The Council of Agriculture indicated that, to be eligible for the application for farmer insurance, farmers have to conform to the basic qualifications of being continually engaged in farming according to laws for one full year on owned or leased farmland and have to be approved in accordance with the Reviewing Methods and Determining Criteria of the Qualifications of Those Farmers Who are Engaged in Farming and Who Apply for Farmer Health Insurance. Those who do nothing other than purchase farmland are not qualified for farmer insurance.
COA put particular emphasis on the reminder that farmers qualified for farmer insurance are those who are over 15 years old, engaged in actual farming work for more than 90 days put together per year, devoid of any full-time occupation other than farming, and are not covered by other social securities, pensions or annuities and must be continually engaged in farming work on owned or leased farmland for one full year according to laws.
As the specification of the area of farmland, the owned woodland has to be more than 0.2 hectare, while the owned farmland has to be more than 0.1 hectare. If there are any indoor fixed farming facilities established and approved according to laws on the farmland, it has to be more than 0.05 hectare. As for the leased farmland, if the farmland is leased according to the 37.5 Percent Rent Waiver Principle, the farmland has to be more than 0.2 hectare; if otherwise, the leased woodland has to be more than 0.4 hectare, while the leased farmland has to be more than 0.2 hectare. Besides, the location of the owned farmland has to be in the same municipality and county(city) as the permanent address of the applicant concerned, or located in a different municipality or county (city) but still within a village(township, city, district)sharing its border.
COA indicated that, in order to safeguard the rights of farmers to apply for farmer insurance, applicants have to conform to the specifications in the Reviewing Methods and Determining Criteria of the Qualifications of Those Farmers Who are Engaged in Farming and Who Apply for Farmer Health Insurance to be eligible for application for farmer insurance.
