Unveiling National Farmers' Association is a the significant milestone of the development of Taiwan's Farmers' Association and Agriculture
National Farmers’ Association, which is the highest level of our national statutory agricultural society, held the unveiling ceremony in the former Taiwan Province Farmers’ Association Square on May 22 nd, 2013, inviting our all levels’ Farmers’ Association Chairman, managing supervisors, Director-Generals and thousands of professionals in agricultural field to witness the establishment of this National Farmers’ Association. Vice President, Wu, Den-yi, former VP, Vincent Siew, President of the Legislative Yuan, Wang, Jing-pyng and Minister of the COA, Chen, Bao-ji came to assist the grand occasion altogether and hope it will provide with better quality of service to Farmers’ Association at all levels and farmers in the future. The establishment of our National Farmers’ Association, also indicates the implement of the three-tier farmers’ association in Taiwan which is the significant milestone of the development of farmers’ association, depicting the historic moment of Taiwan’s agricultural development.
The level of farmers’ association transforms from four-tier system into three-tier system, strengthening the ability of integration at all levels of farmers’ association
In response to the merge and upgrade of five major cities, the municipality transformation thereof as well as the adjustment or change of certain administrative regions, the areas of farmers’ associations or level are suppose to amend at the time; in the meanwhile, on account of considering the overall development of the farmers’ association in the future and strengthening the ability of integration at all levels of farmers’ association, The Farmers Association Act has been amended and published on January 30 th, 2012, transforming the level of farmers’ association from four-tire system into three-tier system, which classifies as the national farmers’ association, county (city) and municipalities farmers’ association and townships (towns, cities, districts) farmers’ association, and explicitly defines the members of the national farmers’ association are consisted of the county (city) farmers’ association and municipalities farmers’ association in order to improve the role of this new higher National Farmers’ Association.
COA pointed out that, in response to the trend of agricultural development, adjust the levels of farmers’ associations at all levels and strengthen the service thereof, to establish National Farmers’ Association, which will provides with counseling to Taiwan province farmers’ Association, 5 municipalities farmers’ associations and 17 counties (cities) farmers’ associations according to the provision under Paragraph2, Article 6 of The Farmers Association Act; held a national farmers’ association meeting on July 13 th, 2012 at the same time, organizing a preparatory committee to establish National Farmers’ Association affairs, conducting the re-election of all levels 2013 farmers’ association attending the national farmers’ association representative ; meanwhile, also held the 1 st congress of the National Farmers’ Association, on April 18 th, 2013, electing board members and supervisors along with consolidating the Taiwan Province Farmers’ Association as the National Farmers’ Association, in this process assigning the chairman, Mr. Xiao, Jing-tien, and chairman of NFA , Mr. Pei, Tien-zhi as supervisor and appointing Mr. Chang, Young-cheng as the Association’s Director-General; The National Farmers’ Association, was thus successfully established on April 26 th, 2013.

COA explained, the National Farmers’ Association has been working on the basis of the development of the Taiwan Province Farmers’ Association since the past 60 years, as the highest level system of the farmers’ association, expecting the new National Farmers’ Association can surpass the Taiwan Province Farmers’ Association in its service quality and fully direct the integration of the farmers’ association at all levels, handle various statutory mandate to promote the common business as well as make plans along with do the research on the rural development to show the importance of the management, leadership, coordination and integration in further agricultural development of Taiwan.
