1. Amended the Standards of Preferential Pricing of Powered Equipment in Fishing Fuel

2. Revised the Operational Guidelines Governing Changes to Delimitation and Review of Slopeland Areas

3. On August 5 at 8:30pm, the COA along with the affiliated agencies convened Typhoon Morakot emergency response teams to implement all forms of disaster preparation

4. In response to Typhoon Morakot, the COA stored 20 kilogram vacuum packs of rice totaling 365.34 metric tons in 122 remote villages. Through August 31, a total of 79.2 metric tons of the stored grain had been handed out

5. Released 1,044 metric tons of warehoused cabbage and bok choy in order to ensure that on average Taipei vegetable markets received at least 1,000 metric tons daily, effectively reversing the price increases following Typhoon Morakot

6. Typhoon Morakot caused an estimated total of NT$19,411,730,000 in damages to agricultural goods and private property. A total of 14 counties and cities were named as disaster areas, receiving cash relief. In addition, Miaoli, Taichung, Changhua, Nantou, Yunlin, Chiayi, Tainan, Kaohsiung, Pingtung, Taitung, Hualien, and Penghu Counties, and the cities of Taichung, Chiayi, and Tainan qualified for low-interest natural disaster relief loans

7. The COA drew up special industry assistance measures to help in cases where a farmers land may meet related laws, but due to land ownership or industry registration issues, they do not qualify for financial assistance under the Agricultural Natural Disaster Relief Regulations

8. Announced two years of relief on capital and one year of relief on interest for new low-interest natural disaster relief loans. For those unable to qualify, the Agricultural Credit Guarantee Fund would guarantee up to 90% of the loan without charging any fees

9. Farmers with existing agricultural credit and low-interest disaster loans were allowed to extend their principal and interest loan terms by one year.

10. Reduced interest rates for new low-interest natural disaster relief loans from 1.25% to 1%

11. Announced large increases in the monetary amounts offered for low-interest natural disaster relief loans for the aquaculture industry, while reducing interest for low-interest natural disaster relief loans from 1.25% to 1% and delaying repayment of the principle for two years and one year for interest

12. Drew up the Community-Forestry Industry Rebuilding Partnership Plan to simplify administrative procedures and enable local communities to take charge of reconstruction

13. Removed a total of 196,947 metric tons of debris, including fallen trees and driftwood, from typhoon affected areas, moved 5,432 square meters of timber, and cleared 52 fishing ports of driftwood

14. Established post-disaster reconstruction technical service groups, which actively went to assist in affected villages. By the end of August, they had made a total of 463 trips and provided services in 536 places
