1. Held the fourth Taiwanese-Philippine Agricultural and Fishery Industry Cooperation Meeting, established a fishery technology team, and provided technology and training for diagnosing swine fever.
2. Promulgated the Regulations Governing Subsidies in Cases Where Collateral Used to Guarantee a Loan has Been Damaged or Destroyed in a Disaster Area. In addition, farmers with existing agricultural credit and low-interest disaster loans would be able to extend their principal and interest loan terms by one year, with the Agricultural Trust Fund guaranteeing 90 percent.
3. Promulgated the Guidelines for Special Typhoon Morakot Disaster Assistance Loans.
4. Promulgated the Regulations Simplifying Administrative Procedures for the Clearing of Roadways and Reconstruction of Public Facilities following Debris Flow Disasters, Forest Fires, and Extreme Cold.
5. Announced the government grain purchase quantity, price, and purchase period for the second growing season of 2009.
6. The COA attended the Taipei International Invention Show 2009 and was responsible for the Agricultural Pavilion, spotlighting 30 technologies.
7. Held a symposium to explore the impact of international agricultural product price volatility on Taiwan’s agricultural sector and possible countermeasures.
8. Revised the Guidelines Governing the Supply of Eggs and Non-staple Foods to the Military.
